Ingredients:
– 2 tablespoons olive oil
– 1 onion, finely chopped
– 3 cloves garlic, minced
– 1 red bell pepper, thinly sliced
– 1 green bell pepper, thinly sliced
– 2 cups Arborio rice
– 1 teaspoon white pepper
– 1/2 teaspoon saffron threads
– 4 cups vegetable broth
– 4 cups fish or seafood stock
– 1 cup dry white wine
– 1 cup frozen peas
– 1 pound large shrimp, peeled and deveined
– 1/2 pound cleaned squid, thinly sliced into rings
– 1/2 pound mussels, cleaned and debearded
– 1/2 pound clams, cleaned
– 2 tablespoons fresh lemon juice
– Chopped parsley, for garnish

Directions:

1. Heat the olive oil in a large paella pan or skillet over medium heat. Add the chopped onion, minced garlic, and celery, and cook until the vegetables are softened, approximately 5 minutes.

2. Add the red and green bell peppers to the pan, along with a pinch of salt. Cook for an additional 3 minutes.

3. Incorporate the Arborio rice into the pan, stirring to combine with the vegetables for a couple of minutes. Then, add the white pepper, saffron threads, and more salt to taste.

4. Gradually add the vegetable broth, fish or seafood stock, and dry white wine to the pan, stirring continuously until combined. Then, spread the frozen peas across the top of the mixture without stirring.

5. Allow the paella to come to a simmer, and then reduce the heat to low. Let the paella cook uncovered for about 18-20 minutes or until the rice is tender, adding more broth or stock if necessary.

6. Add the shrimp, squid, mussels, and clams to the pan, spreading them across the top of the rice mixture evenly. Sprinkle with fresh lemon juice and allow the paella to cook for 4-5 more minutes, until the seafood is cooked and the rice has absorbed the liquid.

7. Garnish the paella with chopped parsley and serve immediately alongside lemon wedges.
